City of Toronto – Basement Flooding Protection Subsidy Program

Thanks to our local municipality, Toronto homeowners can apply for the Basement flooding protection subsidy of up to $3400 per property to install flood protection devices. 

Eligible work includes:

  • Backwater valve installation or replacement
  • Installation of alarm for backwater valve
  • Sump pump installation or replacement
  • Installation of alarm or back-up power for sump pump
  • Foundation drain (weeping tiles) pipe severance and capping

City of Mississauga – Foundation Drain Collector Sump Pump Subsidy

The City of Vaughan will cover 100% of the cost of installing a sump pump, up to a maximum of $6000.

  • The property must be located on a street serviced by the FDC system
  • Sump pump must be installed on or after January 1, 2008
  • Sump pump must be installed by a plumber licensed in Ontario with a City of Mississauga business licence
  • Original invoice(s) or receipt(s) for the full cost of the sump pump installation are attached to your completed application form.

Halton Region – Weeping Tile Disconnection and Sump Pump Installation Subsidy

Halton Region’s subsidy for Weeping Tile Disconnection Combined with Sump Pump Installation covers 100% of costs incurred for materials and labour charged to disconnect weeping tile and install a new sump pump, up to a maximum of $5000.

  • All work applicable to weeping tile disconnection and sump pump installation must be undertaken by a contractor from Halton’s Authorized Contractors List.
  • The work must include both the disconnection of weeping tiles from the sanitary sewer and connection to, and installation of a sump pump system.
  • Replacement sump pump costs are not eligible. 
  • This is a one-time subsidy per property.
  • The residence where the work is undertaken must be located in Halton Region.
  • The residence where the work is undertaken must have municipal wastewater services (not on a septic system).
  • All work must have been completed after July 1, 2016

After the hole (or sump pit) has been dug, a professional plumber will install a sump pump. Most sump pumps require power, so if there’s no power source nearby, you might need to contact an electrician as well.

A sump pump is made up of these components:

  • Water tank/sump pit
  • Pump mechanism 
  • Discharge PVC pipe

Here’s a detailed look at how a sump pump works:

  1. Water from various sources, such as groundwater seepage, rainwater, or plumbing leaks, collects in the sump pit. 
  2. When the water level in the pit reaches a certain threshold, the pump is activated automatically. 
  3. Once activated, water is pumped out of the pit. It moves through a discharge pipe or hose that leads away from the building to a location where it can safely drain, such as a storm drain or your home’s weeping tiles.
  4. The pumped water is expelled from the building, preventing it from accumulating and causing flooding or water damage. Depending on the pump’s capacity and the volume of water, it may operate intermittently or continuously until the water level in the sump pit drops below the activation threshold.

Determining the lifespan of a sump pump is tricky, as its longevity will depend heavily on how often it’s used, how long it runs, and how much water it has to move. On average, you can expect a new pump to last anywhere from 7 to 10 years. It’s best to get it inspected in the early fall or late winter, as it will work hardest during the spring rainy season.
